n the one hand, I’m sorry to report that the
U.S. Coast Guard has made little visible
progress toward implementing Rescue
21, the new search-and-rescue communications
system that will, eventually, unleash the poten-
tial of DSC-VHF radios. On the other hand (this
comes as a real surprise), the reappearance of coastal
marine VHFoperators just may induce a lot of sailors
to finally get their MMSI numbers and to properly
interface their DSC-VHF radios with their GPS re-
ceivers. The new crop of reasonably priced full-
feature Class D DSC receivers with big, easy-to-read
LCDs and features like built-in fog horns are also
very seductive. Of course, there’s a lot more than
just VHF modulating the air waves. This year we
have live weather data coming down from Sirius
radio satellites, several new short-range wire-
less products for man-overboard retrieval, and ever
more clever ways to enjoy cellular, Internet, and
TV service farther offshore.

Sea Smart
Sea Smart is what you get when Sea Tow, which
already had a national call center and a well-de-
veloped internal VHF dispatch system, ob-
tained access to all the ship-to-shore channels
and infrastructure that Maritel bought up dur-
ing the 1990s (and then shut down in a spec-
tacular flame-out). Unlike Maritel, Sea Smart makes
modest claims for its service, but it will certainly
include coverage well beyond cellular range in
many areas. Live Sea Smart operators, easily con-
tacted with a DSC-VHF radio, can not only
patch through a phone call, but can also help with a marine problem. A subscrip-
tion—$144 per year for Sea Tow members, $204 for nonmembers—includes an
unlimited number of calls, as well as access to a password-protected Web site where
you or a family member can track your boat (as shown). The service is now ac-
tive along the New Jersey, New York, and Connecticut shores, as well as the west
coast of Florida. The entire U.S. coast is slated for coverage by November 2007.
